of the post could not be increased.

It is apparent from the correspondence in the case that they
considered me capable and worthy of filling a higher and more re-
munerative post, for which my record and long service (now 23
years) gave me a strong claim, but, on the other hand, they re-
cognised the difficulty of finding suitable remunerative promo-
tion for me, particularly in view of the following expression of opinion given by the Secretary of State in 1905: "His application
for transfer will continue to receive consideration when suitable
opportunities occur, but I can hold out little hope of its being
possible to meet his wishes."
To overcome this difficulty, and since the salary of the
post which I held was considered sufficiently high and could not be increased, they decided to recommend that the increase of sal- ary to #720 for which I had applied should be refused, but that an equivalent increase should be given to me instead in the form of a "pensionable personal allowance" of £120 in two instalments of £70 and £50 respectively, for which in their opinion, and to
use their own words, I had made out a "strong case".
The Government in their despatch recognised that all con-
sideration of the question of the salary attached to the post was closed, and they knew also that there could be no change in my personal circumstances three years ahead if I received no promotion; but against the possible chance of promotion they recommended a condition by which it would be impossible for me to draw a pensionable personal allowance of £120 and also parti- cipate at the same time in an increase of pay over £600 (the pay of my present post) which promotion to a higher post might raise to more than the stipulated £720, which they definitely named as "bringing his pensionable salary up to a maximum of £720 per annum'
It was made clear in the Governor's despatch that the recom-
mendation had nothing whatever to do with the duties or salary of the post, and that, so long as I was kept in the post in question,
